Ford Cooling Fan Always On - It's Usually Not the Fan

On the 2012-2018 Ford Focus, 2013-2018 Escape and C-Max, and 2014-2018 Transit Connect, cooling fan speed is set by a separate Bosch control module rather than by a simple on/off relay. When that module fails, the most commonly reported symptom is a fan that keeps running after the engine is shut off — in some cases until the battery is flat.

What owners actually report

Four NHTSA complaint records on these vehicles describe the same thing: the fan runs on after shutdown. In ODI 11743763 the owner reports the fan continued for several minutes after the engine was off, and says the fan module was only identified after a cooling system failure. ODI 11700924 describes the fan running with the key off and — worth knowing — no stored codes at all; the shop suggested the fan module.

ODI 11629270 is a 2012 Focus whose fan ran with the engine off and drained the battery.

That "no codes" detail matters. If you scan the car and find nothing, that does not rule this out.

We are deliberately not listing a symptom for the opposite case — a fan that never comes on. Only one complaint in the population describes it, and one record is not a pattern.

Is there a recall for this?

No. Across all 24 model-years in this fitment — Focus 2012-2018, C-Max 2013-2018, Escape

2013-2018, Transit Connect 2014-2018 — NHTSA lists 199 recall records covering 47 distinct components, and none of them is fan-related. The five recalls filed under "engine and engine cooling" are two 1.6L coolant-loss campaigns, two cylinder-head campaigns, and an oil pump belt.

If a shop tells you there is a recall covering this, ask for the campaign number.

What about a code?

P0480 is the generic OBD-II code for the cooling fan 1 control circuit. That is what the code means; it points at the circuit, not at a specific component in it.

We are not going to tell you P0480 proves the module has failed, because we could not double-source that claim — and neither NHTSA's complaint database nor Ford's technical service bulletins for these vehicles mention it. A circuit code means the circuit; the fan, the wiring, the module and the PCM are all in that circuit.

What the part actually is

It is a PWM cooling fan control module — a small aluminum unit with two connectors, marked

BOSCH 1 137 328 567 and FCM4.27. FCM stands for Fan Control Module. It varies fan speed rather than switching the fan on and off, which is why "fan relay" is the wrong mental model even though almost everyone calls it that.

It is not the fan, and it is not the motor-and-fan assembly. The unit itself is in stock here, tested and with the connector intact. If your fan is quiet and the module is the problem, replacing the whole fan assembly is a much more expensive way to not fix it.
